If they are going to be dug and planted the same day or within a couple of days and If you can dig them with the dirt around the roots intact, I would plant them as is. If not and you have to wash all the dirt off and plant them bare root, then I would consider cutting them back, especially if the weather has already warmed up. If it is still cool, I would go ahead and plant them as is without cutting them back.
