Well, it looks to be doing really well! I'm assuming nearly everything is new growth because I don't see any wear and tear on the foliage. It looks a little full and lush to be a seed grown plant, but in Texas it's been really wet so it could be. Otherwise I would guess it's a perennial coming up from an established root system. It looks nice. Maybe if someone doesn't mow it down, it will bloom and make identification easier. Those stems don't show any signs of being woody in the photo, but you might check that out.
