Your dodder is still small. Pulling it up and untangling it from the pepper will get rid of it IF it hasn't rooted into the pepper. Once that happens, the ties to the soil are severed. If I have an infected plant, I pull it. Its not something I want spreading to my other plants and it will attack anything.
