Might be a Dwarf Palmetto. I'm not sure how many of the palm type plants have that kind of leaf. Some are trees and some stay smaller. In Texas, there is a state park named Palmetto State Park because of the plants growing there. A bit unusual for the location, thus the park. I'm also not sure of how much winter cold they can take without being damaged or killed.
