No fair hiding the best clues...

That would make perfect sense. Damage to xylem/phloem/cambium caused stress. Defense mechanism shouts "need more photosynthetic surfaces to recover from wound!" Response initiates growth from latent buds.

Plain as the sprouts on your dogwood...
