Hi Annie,
The plant with the feathery line green foliage is Amsonia hubrichtii. It has blue star- shaped flowers and turns red in the fall.It's a native in the dogbane family and grows in full sun or partial shade. About the location- sorry but were not close1 I'm in zipcode 17508, or try 17522. It's in Lancaster County
