Not using chemicals is a good idea, but sometimes, I think, we gardeners need to use them!
Digging, and other mechanical means, does not always kill the roots of the weeds.
After spraying the weeds and killing the roots of those weeds: then I would seed wild flowers on that slope. Only cost is the herbicide and the wildflower seed.
