I don't know what you done so far or what has happened since you asked this, but I don't think you should dig them up, rather if you can dig beside them safely with your hands you could perhaps get a look at a few bulbs without disturbing them, as then you will at least have peace of mind. I've planted a lot of OT lilies of various quality both in spring and summer the last few years and only a couple bulbs were no shows the first year and that was from spring planting. This doesn't sound normal.
