This problem is hidden inside buds and nothing able to get in but bugs. They know way.
I tell what my friend recommended. It might not work with my problem but can be the solution for the other cases. When nothing helps, she mixes the cheapest glue for paper craft and water. Than she sprays plant with that mixture. Insects die because their feet, whiskers, mouth... glue together. I am going to try it. Using it now, it might save the flours in next season.
