Fragrance preferences are so subjective, but I think the best-smelling roses in my garden are Zephirine Drouhin, Madame Isaac Pereire, the climbing variety of Cecile Brunner, and First Kiss. The first two smell like raspberries, which is a scent I find highly appealing, and the latter two have a nice wafting fragrance, which doesn't require me to stop and sniff a bloom. I can smell them even if I'm just walking by.
