Polymerous, aren't cannas bulbs? You should be able to dig it up and move it just fine. I guess living in CA they may be much stricter about plants. But I drove a car packed full of daylilies (could barely see out the back window & the front seat was full too) from NC to NY. Stopped at many a toll plaza and no one even made an offhand comment.
I know people should get their gardens inspected if they are shipping plants but I'm pretty sure if I went to the correct office to ask them to do it they would look at me like I had two heads and tell me to mail it and stop wasting their time.
