The perennial ones seem to work best with a cold treatment -- how they naturally germinate outside. I'd stick the seeds in the refrigerator a couple weeks then back to warm and see if you get germination.
. . . it's always better to ask questions, than jump to conclusions.
AND . . . always hear both sides of the story before making a judgment.
