@mbotanas - I don't really have a favourite but I can recommend the German 'RosenPark Dräger' and MyRoses.de - both good selection and good quality. Seems MyRoses.de is still busy updating their bare root roses because the HT's aren't in yet and you still cannot put in orders.
Last year I ordered from Tuincentrum Lottum in Holland for the first time and I must say, not only great prices but great quality as well. A couple of us are putting in a collective order to save a bit on the shipping costs.
I haven't tried any of the French vendors yet - maybe next year if I dig up a bit more lawn
