One way you can find out is that you can do a search to find out if multiflora roses grow wild in your part of the state. There has been a lot of work done to eradicate them as a weed plant because they host the mite that spreads RRD and are being monitored closely.
Checking with your county extension to see if they are listed as a noxious weed is one way to find out. The multiflora root stock will not spread and become a weed nor will it make the rose more susceptible to RRD than any other rose, but if the multiflora rose is listed as a weed in your county, that tells you that the root stock will do fine in your climate.
From what I have read, and, no, I do not have personal experience, you should not have any problems, but it only takes a few minutes to do a bit more research.
