Tisha, I'm going to move this thread to the Rose Forum and I'm going to tag @Paul2032 for his input because he grows absolutely beautiful roses in your zone. He can give you good advice on the best time to plant bare-root and container roses.

Daisy, I've noticed several threads in the Ask a Question Forum where you advise people to limit their buying to "self-rooted" roses. I assume you're referring to own-root roses, and if you are, then you're making a misleading blanket statement. Many roses will not grow well on their own roots, so it's always important to consider the rose in question before making this kind of recommendation.
