The plant is a juniper. It was planted this year.
I've noticed it now has some grey-blue stuff on the main branches (and even some leaves, though only those close to said branches). Pretty sure it wasn't there before. It can be scraped off.

Any ideas as to what it is and what, if anything, should be done, are welcome.
