Hi Gerald, they do look like roots, and I don't think they are anything to worry about, but I requested your thread be moved over to the Plumeria forum, where all the experts are.

I do grow Plumeria, and they do root easily from stem cuttings but I've never seen them put out roots from growing stems like that.
