It looks like a type of Dracaena deremensis. The new growth is a very pale, weak color and strongly suggest a soil or pH problem that is preventing the absorption of nutrients. If you have been growing it in plain water for a long time that might be the problem. Otherwise, something is wrong with the quality of the soil or water you are using. pH refers to how acidic the soil is.
