Mike I just use warm water from the faucet, soak my seeds at least three hours, then comes the time consuming task, slip the seeds out of the cover, if they have soaked long enough it is easy, the coat just slips right off, as you do that lay the seeds on top of the damp soil, then barely cover the seed with soil, keep damp, not wet, fresh seeds takes anywhere from a couple of days to a couple of months, I have had both.
