Yes, that's an azalea. Might be one of the Encores. I grow them here in my zone 6b and they do fine. Azaleas grow in zones 5-9.
The prefer broken shade and morning sun, and they need acidic growing conditions in order to bloom well.

Here are a couple of mine in bloom.
