I would hazard as guess at Weeping Forsythia (Forsythia suspensa) because of the weeping habit. Forsythia x intermedia hybirds are more upright.

There will be cultivars but Forsythia suspensa var. sieboldii is mentioned on floridata.. I don't know how tall that grows though, the photos I'm finding suggest it's a lower grower.
