I like to think of permaculture as 'practical ecology'. It is a way of getting people to think holistically when planning their gardens, in terms of systems, rather than just individual components or sequences. For e xample, a rose garden, a vegetable garden, a nut tree orchard. Permaculture puts them all together, in a mutually supportive framework, the way they are likely to grow in nature anyway.
