I bought this plant at a local perennial nursery at least 10 years ago. I moved pieces of it to new areas last year. I would love to know what it is. In the back of my mind, I think it may be some sort of lobelia? In it's original location it formed a small mass, perhaps 2 feet across in all those years. The foliage may be (without measuring) 2-4" high. The blooms may be 1/4- 1/3" across. I now have two "clumps" - one in semi shade that is by itself, and one in sun that is mixed with some sort of "pinks". It is blooming now, when the crabapple is just coming into bloom, and the daffs are just going out of bloom. The foliage stays green until the worst freezes of winter.
This one is in part shade. I included some pulmonaria and also a coral bell that is just coming up for size comparison.
This is the one in the sun, that I have mixed in with what I think is a "pink" (dianthus of some sort - it was mislabeled as a thyme)

It grew in full sun for years. A lady was here who knows a TON about perennials and said she thought it was a shade plant but could not come up with the name. She works at the nursery where I bought it. So, when I was taking out the bed it was in, I split it into pieces and put some in shade, some in sun.
The last few years when I went to the nursery where I bought it, I have looked for anything like it, but have not seen it. So, I have no idea. When Iook up blue perennial lobelias, I come up with much larger plants...
The stamens and pistil seem quite unique.
