Bree, in a nut shell -
the breeder makes the cross based on choice parents and having some knowledge of traits which might be passed on in a good way to the progeny, waits out the years until the seedlings bloom ( as different as the children in a family). He picks the ones with the best blooms, registers them and sells them at a premium prize labeled properly to hobbyists.
(But, going to a local nursery - it can be fun to actually pick several seedlings from the same cross to see what they turn out to be.)
A big grower takes the rest of the batch and if they are nice, sells them usually unlabeled cheaply to Big Box stores.
