Indeed, for judging purposes flowers must have the right and correct number of botanical parts. They certainly wouldn't be representative it they didn't!
Ruth Cocker will tell you a story of an entry that they bred, and the judge downgraded it because pollen had fallen onto the petals. When she inquired later as to why the downgrade and the judge told her, she said "that's not pollen, those are spots!" The judge was surprised (and I am sure, apologized), but it was too late to change the ranking.
