Debbie, I just fill each basket separately, then put a piece of plywood over one of them, tip the two together and then wire the two together. I do have a round ball all welded, but it's a pain to fill. I eventually lined it with burlap and filled it from the top. I'm going to take that one apart and use the panty hose method.
