I think, given decent watering, a bud builder will do its thing. Now, down in the south, where there is a longer growing season, they will continue on for longer than for me up north.
Rebloom - If you buy a plant hybridized in your area that is supposed to rebloom it probably will. You are in VA - I'd recommend contacting Marietta Gardens and talking to one of them. They are in North Carolina, and John Shooter, the owner, had a lot of knowledge. I am sure he could tell you which plants rebloom, and recommend some plants in the price and color range your looking for.
I think if you just look at websites - that won't help, as they list the information the daylily was registered as.
I usually recommend people go to American Hemerocallis Society (the daylily society) and see if there are any "display gardens" near you. Here is a link to their page for VA.

A display garden is a private, or commercial garden with a lot of daylilies, and they enjoy having people visit to see them. You can ask the people who have the display gardens what plants do best for them, rebloom etc. It is always better to see them in person than with photos.
