It does look like it. I suspect that photo's mislabeled and it should say Lobelia tupa. It says Lobelia excelsis syn. tupa, but I don't think L. tupa is a synonym of L. excelsa. Here are some photos of Lobelia tupa, and you might have identified my blooming shrub.

I'm still not completely convinced because this appears to be an evergreen shrub rather than a mere evergreen perennial plant, and it has never shown any indication to send up spikes of blooms.
