Wisteria is easy to grow from seeds .. that said, it can take up to and over a decade for it to bloom when grown from seeds so don't expect any flowers for a very long time. I started some 6 years ago for a friend who does bonsai.
Remove the seeds from the pods, I can't remember if they are hard coat seeds but I'm thinking they probably are. Take a pair of sharp scissors like cuticle scissors or toenail clippers and cut slivers off the edge of the seed coat until you see a white/cream color (I do this with all my hard coat seeds). The idea is to break the coat so moisture can get to the embryo inside. Then plant the seeds in some good draining potting mix about 1 inch deep. Ideally you want to keep the soil temperature in the upper 70's to low 80's. If I remember correctly they came up pretty fast.
