Some can be.

There's a variety called "Tiny Tiger". It makes a blue plant that gets about 18" tall and makes wonderful little tiger-striped tomatoes that are very juicy and flavorful. I haven't seen it for sale ever. I grew it from a trade back in 2000 and loved it.

Riesentraube would make another good container tomato, in my opinion.
