I think Sedum pallidum var. bithynicum is exact right. It says hardy to zone 6 which explains why it doesn't always make it through my winters and also that it has almost no roots which explains why it grows so well on my path which is just pea gravel over landscape cloth. Thanks for finding the answer for me. It is one of my favorite sedums.
