Great post Tarev. I could learn from this on the succulent side. I have to bring my plants into the front porch because gets too hot here fast. Adeniums don't like a lot of water on winter time.
I know a little bit about Plumeria and definitely don't give up yet on your plumeria "a shiny tip is a healthy tip'. Looks like yours still has a healthy tip. I have 2 Dwarf Pink Singapore from my failed plumeria air-layering experiments that I'm trying to save. The one that is rooting in a cup appears to be not doing anything yet but the 2nd cutting was too short to root (2 inches with 3 tip) so I grafted it and it is doing great!
I posted my failures too so others will learn from my mistakes.
