Any chance some sort of herbicide got on the scape or fan? I have seen mine resemble that when overspray from roundup gets on it. The buds get all odd shaped and even the color goes wonky.
Also sort of looks like what we get here in early season caused by tarnished plant bug, but usually the bud would have fallen off and not grown that large.
