Every phone has a different way to do this. Generally you load the page and then bookmark the page. Then open the bookmarks (on Android it's Menu--Bookmarks -- Mobile bookmarks) press and hold the bookmark until you see an action menu. Select "Add to home screen" from that menu. Should work.
