It's hard to tell from the photos, but to me the leaves of the plants in question look mostly brown/dead so it makes me think that those are silvery seed pods rather than flowers.

Here is a site that has some photos of the Lupinus diffusus seed pods:

The seed pods in the fnps.org site photos are still greener than the ones in your photos, but it seems like it may be a good contender for the id on these....
Hopefully, someone that knows for sure will check in here.
