Does it come off on your hand?. It looks like rust. You need to get the leaves with rust cut off and put them in the trash where the rust cant blow on anything else. Then spray, and keep spraying for a couple of times at least. Make sure to start spraying it first thing next year too, before the rust thats hidding in there perks back up in the spring.
