We are running into trouble with it not always denying a new proposal when there is an entry.

When there are over 200 proposals to do it takes awhile to get through the list of new proposals. The new plant has to be verified and hybridizer information added to each one.
Can there be a way to notify some one that a proposal has already been submitted?
