Yes, it does look to be a tectorum. But which one? There are many individual types of tectorum, even within the original specie, from different parts of the European continent. Each one with it own distinct differences. Then there are the many hybrids we now have. Again, each with it's own characteristics.
Therefore this one would need to be designated as a NOID (No identification, No ID).
But is sure is a lovely one. It would be a wonderful additions to the sempervivum photos here in the Sempervivum Parent Plant. Sempervivum
