I've never forced bulbs in water, simply because I doubt I'd be vigilant enough to keep the water at a proper level for their entire growing cycle, but if your gift bulbs were pre-chilled for the proper length of time, then they should bloom. Water needs to be maintained at just below the bulbs, not touching them, and bright, indirect light can be sufficient for growth and flowers.
