I have had the experience that no matter what the March weather it wont last long. It snows but the sun and the earth warming means snow doesnt stay.
Cold and rain is bearable because at least there are more sunny days than not.
Perennials are emerging here as well as tulip tips and other spring bulbs by the first week of March.

January is nearly over so it doesnt really count.
Feb. is short so it hardly matters
March is when the Robins return
It really is almost spring.

Another sure sign will be Opossum and Racoons road - kill. The hibernators wake and stumble into bad situations.
