I've been landscaping for quite a while and have chipped up countless varieties of wood over the years. I, personally, have yet to have anything sprout and grow from chips. In fact, there is a blueberry farm that takes all the chips I can give em for their bushes. Everything from pine, oak and maple to lilac, hollys, forsythia, and even large poison ivy vines end up in that mix...they've never encountered any troubles either.

Now, that's not to say it's impossible and I've never personally chipped up Ilex vomitoria since it's not used in my neck of the woods, but I'd say it's more than likely safe to use in that fashion.
