The combination of this bloom shape and plant habit suggests that this is a grandiflora (back-crosses between hybrid teas and floribundas that produce tall rose bushes with high-centered blooms in small clusters). I searched through all of the grandifloras in our database and couldn't find anything resembling this rose, but then I thought of the European hybrid teas that were not classified as grandifloras because that class was not recognized by everyone there. I think your rose might be Just Joey or Whisky Mac.
