Greg, if you cross a arachnoideum with any other taxon it's possible that some of the seedlings have no web;

but Laggeri isn't a cross - it's a clean arachnoideum;

S. nevadense is an old name and it now is called S. minutum;

you can see that there is one summer-photo with web and one without; that's because it's a cross and the result isn't consistent;
