Josh, iI only use the landscape fabris in the walking aisles of my garden so I don't plant through it, but, I did use it ipone year for my cabbage and broccoli plants and this is how I handled it:

Lay your cloth ovdr the tilled row then mark where you want to plant. Cut an 'X' in each spot and fold back the points of the cut fabric.

As for straw and newspaper, which is what I use now, I plant the seeds first, wait for them to come up and then lay down wet newspaper and cover with straw.
