It looks to me like it is the Japanese-Spirea-Spiraea-x-bumalda-Dolchica. The only thing that does not match exactly is that the plant is a little taller than 2 1/2 ft. This aside the pictures and discription match perfectly.

I did some research and found that this plant can grow to 36-48 in. This is defiantly a match. Thank you for all the help.
