I made a plant stand with PVC pipe and connectors. All you need is a saw. I used some white plastic fencing material I had on hand for the shelves. Some years I have hung lamps above the shelves with chains and s hooks. It's easy to adjust the height between shelves by just cutting some longer PVC pieces for the sides and trading them out. Easy to take apart and store in the basement over the summer too.
Last winter I used them without extra lighting to grow 9 flats of coleus cuttings and a lot of succulent cuttings.
