Leslieray: It looks like a heavy metal type wire formed into a basket shape with the coconut fiber wired around using a brown wire which is nice because it blends in with the fiber. I think I've seen something like this before at either Michael's Crafts or Hobby Lobby or somewhere.

The plants have really perked up and are looking so much better I kinda hate to remove them now but I'm glad you asked about the fiber because I just went out to take a closer look and the basket looks to be lined with plastic with no drainage holes!! I'm going to take an old meat fork that I keep in my garden tools and see if I can poke some holes up through from the bottom of the basket. I've purchased those large metal baskets with coco-liners many times and some have had plastic lining inside which I've always removed before planting.
