What were irradiated---the seeds or the plants?

The seeds were, if the plants had been most would die or burn. This is how new cultivars can be created if normal hybridization yields slow results, but the study also shows effects of radiation on plants in areas after nuclear war.
It said african marigolds, these are quite tall at least 3 feet, I don't think Mexican marigolds get that big.
