Just look up 'what does the wink/winky emoticon mean' on the internet and see the varied answers. Does it mean I find the person attractive? or that I am not serious in what I typed? or what? Too many variables IMHO.
EXACTLY!
In fact I had previously written this (below), and then chose not to "send" because people get so sensitive if views don't mesh with their own. So please, everyone, don't take any of this personally....

There are times when I find a winking emoticon confusing. Sometimes I wonder: if the writer doesn't really mean what he is saying, than what is he saying? If it is an "inside joke", I don't think exclusion of others is what we want to promote here. When used in pros (as opposed to real life) the reasoning isn't always so evident, and it can lead to innuendo. And if the emoticon is so easily available, people will start using it for all kinds of things.
and.... regarding it's use "to exhibit cheekiness",

If ever we wanted to open an avenue for unintended hard feelings, this would be it.
I know I am usually in the minority, but that's my 2 cents.
