I have a problem.

Our yard is surrounded by a 6 foot wood fence. 2 feet behind it the neighbors have a chain link fence. In between the gap pokeweed has completely filled it in and grows over our fence and in between and has broken a few posts! But it originates in the neighbors yard and they don't remove it, we've complained and they told us it's their yard and if they don't want to cut it they don't have to but they said if we want to cut whatever hangs over go ahead. If it was a low fence I would dig it out but I cannot reach the roots and base and trimming it does nothing. I grow tomato plants and flowers along our fence and this cuts out sunlight and I don't know any safe weed killer to use near food plants.
